Police released video Thursday that Officer Chrisman arresting a woman right next the medical examiner's office in Phoenix.

Security guards inside were watching him on surveillance video. What they saw bothered them so much, they turned the tape over to the police department.

In that 2005 incident, Chrisman and his partner arrested a homeless woman on an outstanding warrant. According to the More.. internal affairs investigation, Chrisman and his partner planted drug paraphernalia on the woman -- because they wanted to play a joke on the woman, who is mentally challenged.

Chrisman puts a brilo pad and pipe in his partner's left hand. His female partner then pretends to pull the pipe out of the woman's dress.

Chrisman said he knew the suspect, and just wanted to get a rise out of her. He was suspended for one day and put on the Brady List -- his partner was also suspended for one day and put on the Brady List.

The woman wasn't charged with anything related to the planted evidence

Video footage from the scene of the shootout with the alleged Boston bombers appears to contain audio of the suspects screaming out, “We didn’t do it!” as police fire on the two brothers.

Despite being described as a “shootout,” the audio suggests that shots are only being fired in one direction by police and that the brothers are not returning fire at this point in the exchange.

Well, so much for CISPA.

Not long after the House passed the controversial Cyber Intelligence Sharing and Protection Act of 2013, the Senate has indicated it has no plans to consider the bill.

Citing sources on various committees, several organizations reported late last week that the Senate would not even give the bill a look. While the Senate may introduce a different information-sharing bill at some point, it appears the House version is DOA.

"I think it's dead for now," Michelle Richardson, legislative counsel with the ACLU, told U.S. News & World Report. "CISPA is too controversial, it's too expansive, it's just not the same sort of program contemplated by the Senate last year. We're pleased to hear the Senate will probably pick up where it left off last year."

The Daily Beast recently detailed the extreme health effects related to pouring 1.8 million gallons of toxic chemicals into the ocean in the wake of the spill. Corexit, a “dispersant,” was used to keep oil from reaching the Gulf Coast shorelines. In the process, it caused lasting neurological impairments, pulmonary problems, and many other serious ailments for hundreds of cleanup workers and coastal residents. The author, Mark Hertsgaard, explained that BP officials were told exactly how hazardous the chemical was, and lied about it. The problem? The dispersant used by BP, a chemical called Corexit, is known to be highly toxic to humans. Exposure can cause a laundry list of symptoms, including kidney and liver damage, seizures, memory loss, and even cancer.
Not only were as many as 47,000 workers potentially exposed to this dangerous chemical, but former oil cleanup crew are reporting that BP intentionally withheld information on how to safely handle Corexit and failed to provide any sort of protective gear to workers.

- The UN needs to increase efforts to find a political solution to the fighting in Syria at the same time as improving access for aid providers inside the country, said the CEO of Oxfam. "Within Syria, there are believed to be about five million people who are in need of assistance. Of them, about four million are internally displaced, so shelter, water, food - apart from the obvious which is security - are priority needs," Mark Goldring said.

- The US has reinforced medical staff at Guantanamo Bay to try to handle a spreading hunger strike by prisoners at the detention facility. About 40 nurses and other specialists arrived at the weekend, according to Lieutenant Colonel Samuel House, a military spokesman at Guantanamo. He said that 100 of 166 detainees were now on hunger strike, with 21 of them being force-fed through a tube. The inmates are protesting against their indefinite deten
tion. Most are being held without charge.

- In the great plains of northern Tanzania, close to the world-famous Serengeti National Park, a bitter row has broken out over an attempt to designate 1,500sqkm of the Loliondo District as a conservation zone. The Maasai herdsmen in the area say their cattle cannot survive without access to traditional dry-season grazing in the area. The government says the land is needed as a wildlife corridor between the Serengeti and the Ngorongoro Conservation Area. - Bangladesh has defended its decision to snub foreign aid after the collapse of a factory complex as anger flared at the recovery operation and towards the building's owner when he appeared in court. More protests by garment workers are expected on the streets of Dhaka today. A Bangladesh court on Monday gave police 15 days to interrogate the owner of the building that collapsed last week, killing more than 350 people, as rescuers used heavy machinery to cut through the destroyed structure after giving up hopes of finding any more survivors.

- A new video which shows South African President Jacob Zuma and officials of the governing African National Congress visiting a frail Nelson Mandela has stirred controversy. The video of the encounter, aired by state broadcaster South African Broadcasting Corporation, has sparked accusations of exploiting the anti-apartheid hero's illness. This is the first television appearance Mandela has made in almost a year.
