Thus we would establish a ceiling on the debt issued and reduce it through monetization or longer term paper at the rate of five percent per year. The economics will need to be sorted out properly but what we do is have the surplus declared surplus and then directly supply it to all families on welfare at the rate of three to five kilos per month.
