Don’t for a moment fall for the hokum that the economy is doing well. According to a Harris poll released today, nearly half of jobless Americans have quit looking for work. Which is why the official rate of unemployment – 4.7 percent for May – looks so good: Those who have given up work aren’t officially counted as “unemployed.” The number of people the government considers “not in the labor force” is now a record 94.7 million, according to Labor Department data.
By the way, this isn’t because boomers are retiring. In fact, the biggest concentration of jobless Americans are those in the 18-29 age group.
This is a huge and growing problem. It’s feeding the anger and cynicism about our entire economic and political system. What to do? Congress must embark on a major infrastructure program – rebuilding America’s crumbling roads, bridges, ports, and public-transportation systems. We need to cut taxes on the middle class and the poor (and cover the shortfall by raising taxes on the wealthy), so more people have more money in their pockets to spend. For the same reason, raise the minimum wage and expand the Earned Income Tax Credit. And do all this now.

    Both McKittrick and Tombe are incorrect . There is no precedent on which to base the theory that a carbon tax will be effective, let alone efficient. Most energy demand is price inelastic. It is income elastic. It is also supply elastic.

    By definition, a tax on demand for a price and supply inelastic commodity is about as inefficient a mechanism for achieving a change in our energy and building product supply chain that anyone can imagine.

    The important debate we need to have and are not having is: what are the characteristics of efficient regulation of our supply chains? We do have some good experience. We got the lead out of gasoline and paint, and sulphur levels down in diesel, while consumer prices for those products fell. (None of the econometric models used by the pro-carbon crowd can replicate these realities.)

    History shows that if society wants changes in supply, and the market participants aren't adopting the desired changes (for whatever reason), we must focus our regulations on what can be sold--not only what can be manufactured in our region. Our most effective and efficient regulations order suppliers to reduce pollutant or pollution precursor content in the products they sell, over time. Efficient regulations never dictate what new products/technologies/ solutions will be introduced to fill the gap created by the ordered content phase out. And efficient regulations never try to set prices, price ceilings or price floors. Efficient regulations order reductions in the pollution content, as simply as possible, and leave it to market participants to compete through innovation and on price to scoop their shares of the unmet demand created by the declining supply of polluting products.

    Right now, all we are looking at is a combo of taxes and regs in which govts pick solutions and set prices--the least effective and most expensive of all pollution reduction policy combinations.
